Jennifer Broxmeyer is Vice President of Legal at PayPal, where she oversees AI, privacy, cybersecurity, commercial, and marketing legal across the company's global operations.

Previously, Jen was Director of Governance at Meta, where she led the company's work with the Oversight Board — an independent body addressing complex questions around freedom of expression online — and pioneered Meta's Community Forums on AI governance. Working in partnership with Stanford's Deliberative Democracy Lab and the Behavioral Insights Team, she launched deliberative forums to solicit public input on the principles that should guide generative AI — an approach that engaged over 6,000 participants across 32 countries and has since been recognized as a model for democratic participation in AI development. Before that, she served as Associate General Counsel, Privacy at Meta, advising across Facebook, WhatsApp, and Reality Labs.  Earlier in her career, she led product counseling and compliance at a healthcare technology company and practiced at Ropes & Gray.

Jen holds a J.D. from Yale Law School and a B.A. from Columbia University. She has spoken at SXSW, the Aspen Institute, and Harvard.
